In den kommenden Tagen startet der Bau der ersten Zaunelemente und der verschließbaren Eingangstore. Bis zum 20. Dezember soll alles fertig sein.
Die erste Bauphase ist abgeschlossen und an allen Eingängen sind die Fundamente, auf die die verschließbaren Tore montiert werden sollen, gelegt.
Insgesamt sollen acht Eingänge mit Drehkreuzen ausgestattet werden, die Personen dann nur in eine Richtung (nach außen) durchlassen. Weitere 16 Tore bestehen aus einfachen verschließbaren Elementen.
Im Winter soll der Görli dann von 22 bis 6 Uhr, im Sommer ab 23 Uhr geschlossen sein.
Die Klage des Bezirks gegen diese Maßnahme ist entgegen mancher Medienmeldungen noch nicht vom Tisch und wartet auf das Hauptsacheverfahren. Lediglich das Eilverfahren wurde am Verwaltungs- und Oberverwaltungsgericht abgewiesen, weil kein Eilbedürfnis erkannt wurde: schließlich könne so ein Zaun ja auch wieder abgebaut werden. Wie wahr…
Wie eine nächtliche Schließung dann konkret umgesetzt werden soll, ist vollkommen unklar, denn es ist schlicht und einfach kein Geld und Personal dafür eingeplant. Von den ursprünglich vorgesehenen Geldern für einen Sicherheitsdienst, der die Schließung umsetzen soll, ist im neuen Haushalt nicht mehr die Rede.
Der Bezirk Friedrichshain-Kreuzberg, der für Grünanlagen zuständig ist, wird keine Verordnung zur Schließung erlassen. Ob der Senat dann das Verfahren erneut an sich zieht und eine entsprechende Verordnung erlässt, bleibt abzuwarten, sie müssten dann ja auch die Umsetzung auf den Weg bringen und bezahlen (s.o.).
Wir als Bündnis von Anwohner-Initiativen und sozialen Trägern werden in diesem Fall rechtliche Schritte einlegen.
Insgesamt ist ein reichlich konzeptloses Vorgehen zu beobachten, für das eine Menge Geld vorbei an Fakten und Notwendigkeiten in den Sand gesetzt wird: Die Zustände in den umliegenden Kiezen spitzen sich derweil weiter zu, Anwohner*innen sind frustriert, überfordert und allein gelassen.
Dieses Prestige-Projekt von Kai Wegner wird immer mehr zur peinlichen Posse und es wird viel Geld verbrannt, das an anderen Stellen sinnvoller eingesetzt werden könnte, insbesondere in Zeiten, in denen soziale Projekte von massiven Kürzungen betroffen sind.
Unter anderem werden nachhaltige und funktionierende Projekte wie die Parkläufer, das Peerprojekt (das Spritzen und andere Konsumutensilien im öffentlichen Raum einsammelt), erweiterte Öffnungszeiten von Konsumorten und Stellen im Streetwork wegfallen und zu einer weiteren Verschärfung der Situation vor Ort führen.
Ein Zaun und eine nächtliche Schließung lösen keine Probleme! Wir wollen nachhaltige und soziale Lösungen für soziale Konflikte, wie z.B.: Wohnungen für obdachlose Menschen, Anlaufstellen, Konsum- und Aufenthaltsorte für drogenkonsumierende Menschen (24/7!) und legale Beschäftigungsmöglichkeiten für Menschen in Asylverfahren.
Populismus und Symbolpolitik sind zum Scheitern verurteilt.

The construction of the fence is set to begin!
Over the coming days, the construction of the initial fence elements as well as the lockable entrance gates will begin. Everything is due to be completed by the 20th December.
The first phase of the construction has been completed, and the foundations upon which the lockable gates are to be erected have been laid at all of the park’s entrances.
A total of eight entrances will be equipped with turnstiles that will only allow people to go (outwards) in one direction. Another 16 gates will be made up of simple, lockable elements.
In winter, Görli will be closed between 10 p.m. and 6 a.m., while in summer, it will close instead at 11 p.m.
Contrary to some media reports, the district’s lawsuit against this measure has not yet been completely dismissed, and is currently awaiting the main proceedings. Only the summary proceedings were dismissed by the Administrative and Higher Administrative Courts, because no urgent need was recognised in this case; after all, the fence could just as easily be dismantled again. Indeed…
It remains completely unclear how a nighttime closure is supposed to be implemented, given there is neither money nor personnel planned for it. The new budget for 2026 does not include any of the originally earmarked funds for the security service that is supposed to enforce the closure.
The district of Friedrichshain-Kreuzberg, which is responsible for green spaces, will not issue an order to close the park. It remains to be seen whether the Senate will then take over proceedings again, and issue a corresponding order; in this case, they would also have to initiate and pay for its implementation (see above).
As an alliance of residents’ initiatives and social organisations, we will take legal action should this come to pass.
All in all, we are seeing a highly ill-conceived approach, that is wasting a lot of money without considering the facts or the necessities of the situation. Meanwhile, conditions in the surrounding neighbourhoods continue to deteriorate, leaving residents frustrated, overwhelmed, and left to fend for themselves.
This flagship project from Kai Wegner is becoming an increasingly more embarrassing farce, wasting a lot of money that could be put to better use elsewhere, especially at a time when social projects are facing massive cuts.
Among other things, sustainable and effective projects such as the Parkläufer (park runners), the Peerprojekt (which collects syringes and other drug paraphernalia in public spaces), extended opening hours for drug consumption sites, and street work positions, will all be eliminated, further exacerbating the situation on the ground.
Neither a fence nor nighttime closures will solve any problems! We want sustainable and social solutions to social conflicts, such as housing for homeless people, drop-in centers, (24/7!) consumption and recreation areas for drug users, and legal employment opportunities for people in asylum proceedings.
Populism and symbolic policies are doomed to failure.
